MOBILE AND FIXED SUBSCRIBERS MIGRATION TO COMMON IMS PLATFORM 

The first in Lithuania to use the VoLTE technology

ABOUT CUSTOMER: Telia Company is a Swedish-Finnish multinational telephone company and mobile network operator present in Sweden, Denmark, Estonia, Finland, Latvia, Lithuania, Norway. Telia Company is the fifth largest telecom operator in Europe today and continues building on its pioneering spirit and high technology expertise within both fixed and mobile communications inherited from its predecessors.

 

BUSINESS
NEEDS

THE MAIN BUSINESS OBJECTIVES  of Telia were to stay relevant and ensure better customer experience for consumers and enterprise users, increase revenue, reduce churn, and attract new customers. 
When going for an all-IP based voice network, there are opportunities to start modernizing the voice service experience for customers with better quality and new types of use cases: 

 

  • Extend voice calls to more different kind of devices, such as smartwatches, smart speakers, laptops, TVs, IoT devices and more;

  • Better call experience, such innovate and secure add-on revenues with targeted offerings using new functionality like video calling, multi-device with call transfer between your own devices, several numbers on the same phone, etc;

  • Address the untapped business and enterprise communication services segments, such as enabling voice over IoT for different customer-to-business and business-to-business applications;

  • Optimization of infrastructure: not only will VoLTE features simplify the infrastructure and management of wireless networks they'll also free up bandwidth for a new generation of revenue-generating data services.

PROJECT 
TEAM

This project by its significance and scale was scheduled not only for Telia Lithuania, but also for the whole Telia Company Group in all countries, and in all group members.  VoLTE implementation project in Telia Lithuania was in the first wave to launch and we entered the sophisticated project team led by the steering committee.


The steering committee was directly accountable for business stakeholders and responsible for vendor management and project implementation progress in all countries. The committee assembled local project management teams in each country, comprised of:

 

  • Project management stream,

  • Architecture stream, 

  • QA stream, 

  • Delivery stream: network team, IT team (OSS team, BSS team).


The Work in local Lithuanian delivery teams was organized following Agile methodology with traditional roles: Product Owner (accountable to local business stakeholders), Scrum Master, and small Agile teams built up with systems analysts, developers, testers. IT teams took responsibility to effectively collaborate with vendors (CGI, Ericsson, Huawei).
 

EXPERTISE 

PROVIDED

ADDENDUM provided expertise in the following areas:

  • Business needs and processes analysis.

  • Business and Technical Requirements.

  • Test Strategy Preparation.

  • Solution Design (Architecture).

  • Development.

  • Quality Assurance.

  • VoLTE product commercial launch and hypercare.

  • Operational and Maintenance Support.

  • Migration of subscribers. 

TECHNICAL SOLUTION

  • Implementation of OSS/BSS integration points towards IMS platform: provisioning, prepaid, PCRF integration.

  • New Resource Activation layer has been introduced as a target for convergent subscribers provisioning of Voice (IMS, CNDB, IN) platforms.

  • Offline mediation integration for both VoLTE and VoIP subscribers, implementation of mediation flows, and assembling logic for MTAS, S-/P-CSCF, BroadSoft.

  • IMS Service Assurance implementation for Telia operational purposes based on Hadoop platform.

ACTIVITIES CARRIED OUT

  • Business process analysis and requirement gathering.

  • System architecture design and integration solution preparation.

  • Service migration from old platform to new one.

  • Data migration and provisioning changes.

  • Network element migration.

  • Software upgrade, version upgrades.

  • VoLTE product Go-Live and commercial launch.
     

RISK

MITIGATION

This major technology upgrade raised the risk to postpone the launch of new generation services due to a short timeline, new technology, new platform, and many undisclosed factors. Chosen project management method – AGILE and methodology- SCRUM helped for our teams to succeed on this goal and launch the VoLTE services on time. 


ADDENDUM participated proactively defining issues and impact as well as mitigations. Here described are a few:

  • Product Owner, and Solutions Architects arranged WORKSHOPS and REGULAR KNOWLEDGE SHARING MEETINGS to identify possible risks, define best practices, scope and expertise needed to make sure no roadblocks are appearing and getting in the way of completing our goals on time.

  • Clear PROGRESS METRICS were set to notice any timeline and/or scope deviations in a timely manner.

  • The Project Teams held regular STATUS MEETINGS to ensure the fast and competitive reactions to newly raised problems and unknown fields of new technology. 

  • The Project team, PO, and key stakeholders took part in RETROSPECTIVES carried out to analyze and reprioritized (if necessary) objectives of upcoming sprints, to find good and bad practices, and to share important information, lessons learned across the whole team.

OUTCOMES

This project created a few enormous positive changes for our customer:

Because of this technology upgrade, Telia Lithuania is first to launch VoLTE in Lithuania. This gives our customers a great technology advantage and makes Telia highly competitive in the telecom market in the Baltic States. 

This project enabled Telia Lithuania to create new generation services in a fast, flexible, and convenient way and increase its market share. 

Optimization of infrastructure: not only VoLTE features simplified the infrastructure and management of wireless networks, but it also frees up bandwidth for a new generation of revenue-generating data services.
